地方政府人才政策效能评估及对策研究——以苏南地区为例

摘要:人才尤其是高层次人才作为推动社会经济发展的第一资源,成为各国家、各地区之间争夺的对象。在我国各地人才政策投入不断加码的背景下,科学评估我国地方政府人才政策的实施效能,考察人才政策是否有效地提升人才规模与质量,是否有效地转化为社会经济效益、推动产业转型和成果转化,进而科学地做出人才政策调整,是不可避免的关键一环。当前,由于客观条件的制约,对人才政策效能的定量研究受到一定限制。本文的研究重点在于从政策宏观目标出发,定量考量人才政策的效能。即在科学界定人才政策效能的基础上,综合考虑政策评估理论、人力资本理论、人才流动理论以及人才集聚对区域经济影响,从政策目标实现程度角度对地方政府人才政策效能展开定量研究。指标构建方面,结合政策的制定与实施过程,从政策目标、政策制定与实施环境、政策效果三个阶段构建政策效能评估的逻辑结构。最终以人才集聚规模与质量、人才发展环境、地方科技创新能力以及高新技术产业竞争力四个维度构建人才政策效能评价指标体系,并利用AHP-熵值法确定指标权重。

本文以苏南五市为例做实证分析,在对苏南五市主要人才政策全面梳理的基础上,结合所构建的指标体系,科学评价苏南各地自2006年以来十年间的人才政策效能。结果表明,苏南五市人才政策效能得到了良好的发挥,其中以苏州、南京的表现更为突,但整体效能仍有进一步提升空间。同时,引入国外优秀政府人才政策的先进实践经验进行对比分析,明确当前各级地方政府人才政策中效能缺失的原因以及存在的问题主要在于政策体系的不均衡、缺乏差异性以及人才工作部门间的不协同、缺乏统筹。

苏南地区作为率先开展高层次人才工作的地区之一,所出台实施的人才政策在全国都具有一定的代表性。苏南地区在人才工作中所面临的困境,是全国各个地方政府在盲目追求高层次人才过程中遇到的共有难题。因此,本文以苏南五市为切入点,提出各级地方政府人才政策需因势、因地而变,进一步完善、均衡政策体系,创新引才、用才机制。

Talents, especially high-level talents, arethe first resources to promote social and economic development, and become theobject of competition among countries and regions.Around the talent policyinvestment growing background, scientific assessment of the implementation ofthe effectiveness of personnel policy of local government in China is anunavoidable key to investigate whether the talent policy can effectivelyimprove the scale and quality of talents, whether it can be effectivelytransformed into social and economic benefits, promote industrialtransformation and achievement transformation, and make scientific adjustmentof talent policy.At present, due to the constraints of objective conditions,the quantitative research on the effectiveness of talent policy is limited.Onthe basis of scientific definition of the effectiveness of talent policy, andconsidering the policy evaluation theory, human capital theory, talent flowtheory and the impact of talent agglomeration on regional economy, wequantitatively study the effectiveness of local government talent policy basedon the degree of policy objectives. From the four dimensions of TalentGathering scale and quality, talent development environment, local science andtechnology innovation capability and high-tech industry competitiveness, webuild the evaluation index system of talent policy effectiveness, and useAHP-Entropy method to determine index weight.

This paper takes five cities in South ofJiangsu as an example to make an empirical analysis. Based on a comprehensivereview of the main talent policies in five cities of South of Jiangsu, combinedwith the index system established, we have scientifically evaluated theeffectiveness of talent policies in South of Jiangsu over the past ten yearssince 2006. The results show that the effectiveness of the five cities in Southof Jiangsu has been played well. The performance of Suzhou and Nanjing is moreobvious, but the overall efficiency is still further promoted. At the sametime, the advanced practice experience of foreign excellent governmentpersonnel policy is introduced to make a comparative analysis. The reasons forthe lack of effectiveness in the current local government personnel policy atall levels and the problems are mainly due to the imbalance in the policysystem, the lack of differences and the lack of coordination and lack ofco-ordination among the personnel working departments. As one of the regions totake the lead in developing high-level talents, South of Jiangsu's talentpolicy has been representative in the whole country. The difficulties faced bySouth of Jiangsu in talent work is a common problem faced by all localgovernments in the process of blindly pursuing high-level talents. Therefore,this paper, taking the five cities in South of Jiangsu as the breakthroughpoint, puts forward that the talent policy needs to be changed in the light ofthe situation and to the ground, to further improve and balance the policysystem, and to innovate the introduction and use of the mechanism.
